Mean and Standard deviation were the tools used to analyze the research questions while the hypotheses were tested using the independent t-test statistics at 0.05 level of significance. The analysis of data showed that while the available human resources quality indicators were generally adequate, the infrastructural facilities quality indicators in the institutions studied were inadequate for quality assurance in the OTM program.
